The last two centuries of papal Rome, capital of a universal religion and the worst State administration in the world, characterised by the most obtuse bigotry and the most blatant corruption, where only churchmen made laws, ruled the provinces, managed education and commanded the police. The intrigues of cardinals and ambassadors of the great powers, the magnificence of the ceremonies on the majestic stage of the Eternal City, a destination for visitors from every part of Europe, the mocking and desperately poor rabble and the final pomp of the black nobility. “ A magnificent theatre with terrible actors” was Metternich’s caustic judgement.
